Meeting was called to order by Chairman, Joe Raisian at 6:30 p.m.
PRESENT: Joe Raisian, Denver Spieldenner, Patrick Arcaro, Bruce Fleischmann, Wally Dunne, and Debbie Vendely.
ABSENT: Bob Best, Bill Cooper, Luke Gallagher, and Babs Legeza.
MOTION: It was moved by Patrick Arcaro to excuse Bob Best, Bill Cooper, Luke Gallagher, and Babs Legeza from the meeting, seconded by Bruce Fleischmann, motion carried.
GUESTS: Nic Church, Conneaut City Council Member, Melinda McNutt, Campaign Director for the Ashtabula County Civic Development Corporation, Dan Sullivan, Trustee for the Ashtabula County Civic Development Corporation, and Jim Hockaday, Conneaut City Manager.
MINUTES: After review of the January 21, 2016 meeting, it was moved by Patrick Arcaro to approve the minutes, seconded by Bruce Fleischmann, motion carried.
PRESENTATION: Given by Melinda McNutt on behalf of the Ashtabula County Civic Development Corporation. Melinda explained the purpose of her organization and their goal of investing into the community which initiates the Placemaking Approach to planning, design, and management of public spaces. They produce a campaign every five years to gain funds by the use of pledges in order to match funds to be used for a project.
Joe Raisian reported that we received a letter from the Great Lakes Coalition in regards to the Army Corp of Engineers stating that a funding meeting was going to be held in Buffalo, N.Y. on March 2, if anyone would like to attend.

FINANCES: Wally Dunne
Wally reported that he created a list of all Leases due to the CPA and their due dates.
A motion was made by Bruce Fleischmann to pay the Current Bills, seconded by Patrick Arcaro, motion approved.

DOCK REPORT: Debbie Vendely
Debbie reported that the secondary dock payments are being received at the present time but the payments have slowed down. Many of the dock holders are in Florida for the winter months.
The Marina docks have currently been assigned in entirety, but we do have small docks that are available to rent in the Lagoon.
LEASES: No Report
Jim Hockaday, Conneaut City Manager, reported on the city lots that are being surveyed.
Jim also mentioned that the Health Department has new Food Service Regulations for Level 2 Certification that is now required. He stated that a training session may possibly be implemented in Conneaut. This is for Risk Level 3 & 4 Food Operation.
Jim mentioned that Transient Vendors have to renew their vendors license every 6 weeks at a cost of $100.00 per the City of Conneaut. He asked for the Conneaut Port Authority to brainstorm on this issue to help with this large expense.
Joe Raisian suggested a seasonal permit that may suffice for this purpose.
Jim Hockaday also stated that the city is currently reconstructing their website. They would like to include a link showing information about the Conneaut Port Authority.
GRANTS: No Report
Joe Raisian stated that CT Consultants and their representative, Shawn Aiken, have been involved in providing drawings to the CPA for future development plans for the maintenance building.
Joe also asked if the CPA would consider forming a committee that would work solely on the planning and development of the old fishery building and focus on a timeline for this project.
Wally Dunne reported that Dave Jurca from Cleveland Urban Design Collaborative will be
returning here on April 19 for a meeting to review the old fishery building development plans.
Wally stated that we need conceptual designs to present our vision to other sources as well.
Wally also passed out copies of several categories that he had put together for the Conneaut Port Authority Rules of Operation Handbook.

oThe spud anchor poles have been delivered.
oThe docks are due to ship by the end of this week for arrival early next week.
oAs soon as docks arrive we will begin cutting the decking.
oWe are in the process of figuring out the electrical and plumbing needs for this dock.
oIt is our goal to have these docks installed the first part of April.
oJet ski dock in the lagoon tipped over pulling loose the spud anchors. We called in part of our maintenance crew and we removed the dock until better weather. No apparent permanent damage was noticed.
oD-dock has several broken concrete slabs under the ramp. We will need to raise the ramp, remove the broken slabs, and then replace concrete slabs with treated yellow pine. This will be a fairly quick fix. (1-2 hours)
oA water line broke under Public Dock near the entrance. This was a City of Conneaut repair job.
oSeveral signs have damage from the wind.
oWe are missing more shingles from the roof of the maintenance building.
oThe Public Works Department has been somewhat more responsive to snow removal needs in the harbor.
oThe new snow blower has worked out great. It starts easy and does a nice job of removing snow.
oStill working out well.
oWe are looking at new phones and possibly another line. Joe called the phone company to set up a meeting with them to discuss our needs.
oWe are still working on resolving our issues with the County Auditors office.
The USACE had a meeting with the PDEP regarding the placement of dredged materials. The USACE would like to place this material in 8 feet of water on the east side of the east breakwater and then monitor the material to see where it moves to. The USACE has the equipment to do this and the PDEP seems to be receptive to the idea as a test. The ODNR Coastal Management people in Sandusky have been involved with these talks also. If this works out it will keep us from having to pump the dredged material under the harbor and onto the eastside beach.
oWe are looking into hiring one or two people for the crew.

Joe Raisian discussed that the core sampling that is going to be performed by Foth Engineering has not been completed yet due to inclement weather.
Wally Dunne announced that the Conneaut Fire Chief is looking for a craft for Harbor Safety and spoke to both Denver Spieldenner and himself in regards to this matter.

The Chairman of the board entertained a motion to adjourn the meeting.
Bruce Fleischmann made the motion to adjourn the meeting at 8:40 p.m.,
seconded by Wally Dunne.
The next regular scheduled board meeting will be held on Thursday, March 17, 2016 at 6:30 p.m. at the Conneaut Port Authority Office, located at 929 Broad Street, Conneaut.
