CONNEAUT PORT AUTHORITY BOARD MEETING
929 BROAD STREET, CONNEAUT, OHIO 44030
JUNE 16, 2016

Meeting was called to order by Chairman, Joe Raisian, at 6:30 p.m.

PRESENT: Joe Raisian, Denver Spieldenner, Bill Cooper, Bob Best, Bruce Fleischmann,
Luke Gallagher, Patrick Arcaro, Babs Legeza, and Debbie Vendely.

ABSENT: Wally Dunne

After review of the minutes from the May 19, 2016 board meeting, it was moved by
Bruce Fleischmann to approve the minutes, seconded by Bob Best, motion carried.

Bill Cooper inquired about the strobe lights for geese prevention and whether they
are working properly.
Denver Spieldenner replied that they only work at night.

It was moved by Luke Gallagher to excuse Wally Dunne from the meeting, seconded
by Bob Best, motion carried.

GUESTS: Jim Hockaday, Conneaut City Manager.

FINANCIAL REPORT: Babs Legeza

A motion was made by Bill Cooper to approve the Current Bills for payment, seconded
by Luke Gallagher, motion carried.
A motion was made by Luke Gallagher to approve the Financial Report for May 2016,
seconded by Bruce Fleischmann, motion carried.

MOTIONS:
Resolved #22-16…Luke Gallagher made a motion to excuse Wally Dunne from the meeting,
seconded by Bob Best, motion carried.
Resolved #23-16…Bill Cooper made a motion to donate $500.00 to the July 4, 2016
Conneaut Festival towards the Fireworks Display, seconded by Bob Best, motion carried.
Resolved #24-16…Patrick Arcaro made a motion to purchase the Pignotti property on
Harbor Street, seconded by Bruce Fleischmann, motion carried.

DOCK REPORT: Debbie Vendely
3 Catamaran rentals sold at $150.00 each.
15 Jet Ski Docks rented, two open in the Marina.
22 Docks open in the Lagoon for 20’ boats that would generate $19,150 if rented.
5 Transients Docks open for 24’ boats or less in the Marina for revenue of $7,625 if rented.
Larry Distelrath had sales of $150 in Transient docks of which we received $75 which is half.

Debbie is mailing letters to dock holders with a diagram showing the proper way of tying their boats up using the correct size rope and cleats, not the standoff posts.
Debbie presented a letter from the Conneaut Optimist Club asking for a donation for
the Conneaut July 4, 2016 Festival towards the Fireworks Display.
Bill Cooper made a motion to donate $500.00 to the July 4th, 2016 Conneaut Festival
towards the Fireworks Display, seconded by Bob Best, motion carried.

HARBORMASTER REPORT JUNE 2016
•C-DOCK
oThis dock is complete. All electric and water lines are working.
oMany compliments on this section of docks.
•SANDBAR
oPort-a-Johns have been delivered and are in place. These are being emptied and cleaned once per week.
oWe are mowing and raking three times per week unless we have inclement weather.
oWe locked the sandbar for one day last week due to high water.
•ICE KIOSK
oThe cement pad has been poured. (North side of Lagoon restrooms)
oElectric will be installed by DJ Engineering. This will be directional bored.
oBurdick will install the water lines and meter.
•MISC.
oAll water line leaks have been repaired.
oWe installed approximately 1200 feet of water line in the Lagoon.
oAll channel markers have been placed in the recreational channel.
oStill waiting for Liberty Tire to pick up our tires on the sandbar. I have contacted Liberty Tire to find out when they are coming to complete this job.
oSign for Broad St. office?
oMaintenance crew has planted decorative grass in west flower bed at Public Dock. We are working to install water lines in the north flower bed at Public Dock.
oMaintenance crew is trimming brush along Naylor West.
oWe now have the American flag and the Ohio flag flying on all three of our flag poles in the harbor. ( Public Dock, PCM, and Moses Cleaveland Park )
oWe have the crew on a short week for the most part.
oCleveland Petroleum has tested our fuel tank and lines going to the Fuel Dock.
oWe are having trouble with the entrance lights to PCM. We are working repair these lights.
oWe have hired Elmer Somppi as a launch ramp attendant.

Denver mentioned that the maintenance crew is installing water lines to the North Flower Bed.

Patrick Arcaro asked if we needed a proposal from a landscaper for the north flower bed.
Patrick also inquired as to whether we received the additional strobe lights that were ordered for geese prevention and if we had installed the “Do Not Feed the Wildlife” signs.

Denver Spieldenner stated that the maintenance crew were still working on signs around the marina and also getting some new signage.

GRANTS:
Denver Spieldenner mentioned the Grant we applied for through the Lake Erie Protection Fund and that our grant application would be considered at their meeting on June 22, 2016.
Denver stated that the $25,000 reimbursement for Core Sampling through Foth Engineering
is in progress. The State of Ohio will be reimbursing us through the ODNR Coastal Management Division in which Yetty Lombardo is working on the documentation we need to submit.

ECONOMIC DEVELOPMENT:
Joe Raisian mentioned that we had received a letter from the Growth Partnership of Ashtabula County regarding the 28th Annual Best of the County Awards Event Sponsorship Invitation to be held at the Spire Institute on Tuesday, September 20, 2016.

MARKETING REPORT: None

MAINTENANCE AND PLANNING:
Denver Spieldenner stated that we received another email regarding our security cameras not working. He reset them and we are in the process of getting 4 out of 5 functioning properly.
Denver presented a brochure we received from a freight line company for our review.
Joe Raisian discussed a list of different companies that develop Marinas that was supplied to us by Brian Hinrichs who works for Foth Engineering. Brian has helped us to identify businesses that may be interested in buying our sand if we dredge.
Jim Hockaday asked if CT Consultants could review the report on our sand that was given to us by Foth Engineering for business purposes.
Joe Raisian stated that the installation of the Ice House is still underway. The concrete pad was poured next to the Lagoon restrooms on the north side. The Lease has been signed.
Denver Spieldenner mentioned the clutter inside the Pavilion, located in the Marina, and how it has become a real eye sore. He said that signs were posted stating that personal belongings needed to be removed from the building as soon as possible.

OLD BUSINESS:
Bob Best mentioned that Joe Raisian, Denver Spieldenner, and he had toured Kinder Morgan’s facility to review the new security cameras that were installed there by RadioActive Electronics.
Bob also stated that he had taken another look at the cameras in our marina to determine where we need to consider installing new fiber optic lines.
Bob plans on calling our current security camera provider to discuss cameras that should be able to read license plates using fiber optic lines.

Joe Raisian and Bob Best were in agreement that we could install the fiber optic lines in house which would enhance the clarity for obtaining more detailed pictures.
Much discussion was made in round table fashion.

NEW BUSINESS:
Joe Raisian mentioned the newly installed outdoor deck at the Conneaut Moose Club and
that the CPA obtained a proposal from the same contractor for the purpose of replacing the current observation deck located on Naylor Boulevard.
Joe asked everyone to take a look at the observation deck to determine what needs to be
done with it in the near future.
Luke Gallagher asked Denver Spieldenner for his opinion of the condition for the observation deck in its current state. Denver felt the deck was safe but unsightly.

Patrick Arcaro suggested that the CPA send a sympathy card to the family of the teenager who drowned at the Conneaut Township Park.

Jim Hockaday asked if the CPA would consider having a second meeting each month that would focus on Economic Development.
Jim also mentioned the city’s Economic Development Committee and what they are trying to accomplish in their sessions pertaining to planning goals.
Joe Raisian offered to contact Nic Church to discuss this issue further.
Joe stated that the CPA would like to have the Lagoon Road paved and asked Jim Hockaday
to estimate the cost.

ADJOURNMENT:
The chairman of the board entertained a motion to go into Executive Session to discuss
Property Acquisition at 8:00 p.m.

Patrick Arcaro made the motion for Executive Session at 8:05 p.m., seconded by Bob Best.

Bill Cooper made a motion to come out of Executive Session at 8:30 p.m., seconded by
Bruce Fleischmann.

Regular Meeting Resumed at 8:30 p.m.

Patrick Arcaro made a motion to purchase the Pignotti property on Harbor Street,
seconded by Bruce Fleischmann, motion carried.

The chairman of the board entertained a motion to adjourn the meeting at 8:45 p.m.,
moved by Bill Cooper, meeting adjourned.

The next regularly scheduled meeting will be held on July 21, 2016 at 6:30 p.m. at
929 Broad Street, Conneaut, Ohio.
