Meeting was called to order by Chairman, Joe Raisian, at 6:30 p.m.

PRESENT: Joe Raisian, Denver Spieldenner, Bob Best, Patrick Arcaro, Bill Cooper, Wally Dunne, Bruce Fleischmann, Babs Legeza, and Debbie Vendely.

ABSENT: Luke Gallagher

GUEST: Jim Hockaday, Conneaut City Manager.

MINUTES: After review of the minutes from the March 17, 2016 meeting, it was moved by
Wally Dunne to approve the minutes, seconded by Bruce Fleischmann, motion approved.

AUDIENCE PARTICIPATION: Janet Brown
Janet presented her offer to put a portable “Ice House” unit in our Marina as a lease option.The machine would require water and electric hook up, and also a concrete pad to sit it on.The unit takes coins, bills, and credit cards. Janet asked the CPA to consider the idea.
Joe Raisian and the board members discussed this option in round table fashion and felt that if we accept her offer that the best place to put an “Ice House” machine would be in the Lagoon area. The Board will consider this proposition and get back to her.

CORRESPONDENCE:
Denver Spieldenner stated that he had received the monthly Great Lakes Report from the
Army Corps of Engineers and that the Lake Erie water level is predicted to peak during the end of June or the first part of July.
Denver also reported that the CPA had received a thank you letter from the Ashtabula
County Growth Partnership Organization for the $1,000 membership that we submitted.
Denver shared that we had received two ordinances for surveying Naylor Boulevard and
the Marina Drive, Broad Street Extension.
Joe Raisian announced that he had received another donation for the “Way Find Sign” and
he turned the check over to Debbie Vendely to deposit at the bank.

FINANCE REPORT: Wally Dunne
Bill Cooper made a motion to approve the Financial Report from March 2016, seconded by
Bob Best, motion approved.
Bruce Fleischmann made a motion to pay the Current Bills, seconded by Patrick Arcaro,
motion approved.
Bruce Fleischmann made a motion to appropriate an additional $1,600 to the Real Estate Tax Line 232, seconded by Wally Dunne, motion approved.
Babs Legeza stated that her calculation was incorrect on the additional appropriation amount for the Real Estate Tax Line 232 which should have been $1,650 instead of $1,600.
Bruce Fleischmann made a motion to amend the additional appropriation amount from $1,600 to $1,650, seconded by Wally Dunne, motion approved.

MOTIONS:
Resolved # 15-16… Bruce Fleischmann made a motion to appropriate an additional $1,600 to the Real Estate Tax Line 232, seconded by Wally Dunne, motion approved.
Resolved # 16-16… Bruce Fleischmann made a motion to amend the additional appropriation amount from $1,600 to $1,650, seconded by Wally Dunne, motion approved.
Resolved # 17-16… Bruce Fleischmann made a motion to appropriate $500.00 to the “Our Town Project” cost for the WQLN television station to air a video about the city of Conneaut, seconded by Wally Dunne, motion carried.
Resolved # 18-16…Bill Cooper made a motion to excuse Luke Gallagher from the board meeting, seconded by Wally Dunne, motion carried.

DOCK REPORT: Debbie Vendely

13 Jet Ski Docks sold for $3,900.00
3 Jet Ski Docks open that would generate $900.00 if sold
185 Slips sold for $176,875.00 in the Lagoon
25 Slips open that would generate $21, 675.00 if sold
96 Slips sold for $146,610.00 in the Marina
5 Designated Transient Docks that could be sold to boats
that are for 22’ – 24’ in length on B-wall North side,
If sold they would generate $7,625.00.
1 Dock open for a 20’ or less boat on C-wall East side
2 Docks open for a boat with 8’ beam (Narrow Docks)B-26 and B-40
Debbie stated that she has been emailing Mike Summers, our website administrator,
since March 23rd trying to get things updated on the website. He is making the changes
as time permits. As of April 14th, not all the changes have been completed.
Debbie is currently mailing out reminder notices to the dock holders whose insurance or registration has expired in the last couple months since they filled out their original contracts.

GRANTS: Bill Cooper
Bill discussed his conversation with Ted Welsh from the ODNR, Division of Watercraft,
regarding the BIG Grant (Boating Infrastructure Grant) that has a due date of July 1, 2016 and a 25% match requirement.
Bill suggested that we hold off another year to pursue this grant due to other immediate projects that the Conneaut Port Authority is currently working on and their expense.
Joe Raisian and the rest of the board members were all in agreement.

ECONOMIC DEVELOPMENT:
Wally Dunne discussed the Cleveland Urban Design Collaborative meeting that was held
here with the CPA on April 19th for the purpose of developing the old fishery building.
Jim Hockaday stated that Wally and he were both very pleased with the ideas that were
presented at the meeting in order to create a Plan of Action for the CPA to take.
Joe Raisian reported on the “Our Town Project” that is currently in progress in Conneaut.
Jim Hockaday announced that the Conneaut Public Library is assisting the “Our Town Project”by passing out packets to anyone for the purpose of coordinating approximately 25 different segments about Conneaut that will then be used to develop a 90-minute presentation for the WQLN television station to air to promote our city. The cost of this project is estimated to be between $15,000 and $20,000 to produce the video that will broadcast in June.
Jim suggested that the CPA needs to submit some footage on our Marina a.s.a.p.
The board members discussed several options for putting together a segment on our
Marina and that we definitely want to pursue this opportunity.

•C-DOCK
oNew target date of May 6, 2016 for installation completion except for electric.
oWe are starting to place this dock this week.
oDJ Engineering to install electric service to this dock.
•WINTER DAMAGE
oWe found many docks in the Lagoon Marina with broken welds, loose bolts, broken spud pole brackets, and electrical damages.
oWe fabricated extra spud poles and brackets for “F” dock to help hold it in place. We plan to do the same for “D” and “E” also. These are in the Lagoon Marina.
oWe have added cables and turnbuckles to “D”, “E”, and “F” docks and attached them to the bulkhead to help stabilize them.
oWe are replacing approximately 80% of the water lines in the Lagoon Marina. These lines are old and brittle from exposure to the sun. We are replacing them with “PEX” tubing which will weather better. Cost should be under $1,000 for material.
oPCM Marina had damage to jet ski dock brackets and one broken water line. These have been repaired.
oWe had one dock support on “A” wall in PCM come loose because of a broken weld. We were able to fabricate a better support bracket and it is now fixed.
•929 OFFICE
oThe new phones have been installed.
•MAINTENANCE CREW
oThe crew is on an eight hour shift now. We will remain on these hours until we are completely ready for the season. After this we will most likely go to a three day week until time for winter shutdown. (unless other projects come up)
•SANDBAR
oWe are raking at this time. Most of the debris has been picked up.
oThe City Fire Department has burned one of our brush piles and intend to burn the large pile as soon as the weather permits.
oA representative from Liberty Tire was here on Tuesday of this week to talk about hauling our tires we have collected. They have a contract with the Ohio EPA. They are planning on picking up the tires in May.
•DREDGING
oWe are all set with the USACE to begin dredging in early July.
oMaterial will be placed in 8 feet of water east of the east breakwater and will be monitored by the ODNR and PDEP as well as the USACE to see where it moves to.
•NEW MAINTENANCE BUILDING
oWe are gathering proposals from many different contractors.
•MISC.
oThe launch ramp crew has cleaned up all the trash along the roadways in the harbor and now they are painting the trash bins. They will also touch up the stripes in the parking lot. They pressure washed the launch ramp office on Tuesday of this week. They cleaned the front of the Broad Street office on Monday of this week.

OLD BUSINESS:
Patrick Arcaro presented the quotes he obtained from several sign companies for a new
sign to be placed in the front of the CPA office building located at 929 Broad Street.
Much conversation was generated by everyone regarding the quotes and options.
Joe Raisian discussed the security camera situation which has been ongoing.
Everyone gave their thoughts on what we should do with the security cameras going forward.
Bob Best volunteered to be take charge of contacting our current provider to obtain his
input to update our security camera system.
Joe Raisian also mentioned that the core sampling is being done by Foth Engineering which is in progress.

NEW BUSINESS: None

ADJOURNMENT:
The chairman of the board entertained a motion to go into Executive Session to discuss
various projects and contracts.
Patrick Arcaro made the motion for Executive Session at 8:10 p.m., seconded by Bruce Fleischmann.

Bob Best made a motion to come out of Executive Session at 8:35 p.m., seconded by

Bruce Fleischmann made a motion to appropriate $500.00 to the “Our Town Project”
cost for the WQLN television station to air a video about the city of Conneaut, seconded by Wally Dunne, motion carried.
Bill Cooper made a motion to excuse Luke Gallagher from the board meeting, seconded by
Wally Dunne, motion carried.

The chairman of the board entertained a motion to adjourn the meeting at 8:40 p.m.,
moved by Patrick Arcaro, meeting adjourned.

Guest: Jim Hockaday, Conneaut City Manager and Dan Claypool, Ashtabula County Commissioner.

MINUTES: Upon reviewing the February 18, 2016 minutes, Bob Best mentioned that a spelling mistake was made within the minutes that needed to be addressed.
Debbie Vendely stated that she would verify the spelling error and make the
correction afterwards.
Wally Dunne made a motion to approve the minutes once the correction is made,
seconded by Bruce Fleischmann, motion approved.

AUDIENCE PARTICIPATION: Two members from the Conneaut Boat Club and Lake Erie Boat Club were present to inquire about the property taxes that have doubled in cost and wanted to know the status of the situation. They also asked for verification of the physical address of the Boat Club.
Joe Raisian replied that a tax assessment is under way and we are waiting for CT Consultants to complete the process of resurveying the properties.
Jim Hockaday stated that a meeting with CT Consultants and the County Auditor is forthcoming.

GUEST SPEAKER: Dan Claypool, Ashtabula County Commissioner
Dan reported that the Ashtabula Coast Guard Station had considered closing. If that occurred, the Coast Guard would be available from Fairport Harbor and Erie locations. However, it appears that the Ashtabula post will remain open during the year except for the winter months.
Dan also mentioned that the Ashtabula office of the Ohio Department of Natural Resources, Division of Watercraft plans on moving to Geneva.
Dan stressed the importance of the Ashtabula County Growth Partnership Organization being involved with government entities such as the Conneaut Port Authority. He discussed the Tiered Membership Program and asked the CPA to invest in a $1,000 membership to help with economic development.
Dan announced that a luncheon is being held on April 13, 2016 at the Geneva Lodge and Convention Center at 11:30 a.m. in which Jobs Ohio from Columbus will be joining with the Ashtabula Growth Partnership Organization to pursue development for our county and the role that networking creates.

CORRESPONDENCE:
Denver Spieldenner reported that the Great Lakes Report from the Army Corps of Engineers had been received but not yet reviewed at the present time. He also stated that new U.S. flags had been purchased for our marina.

A motion was made by Bruce Fleischmann to appropriate an additional $8,000 to the Lagoon Improvements Capital Project Line and decrease the Cash Reserves Line, seconded by Bill Cooper, motion carried.
A motion was made by Patrick Arcaro to approve the Current Bills for payment, seconded by Bruce Fleischmann, motion carried.
A motion was made by Patrick Arcaro to approve the Finance Report for February 2016, seconded by Bob Best, motion carried.

DOCK REPORT: Debbie Vendely
Debbie reported the revenue figures received for the Jet Ski docks, the Marina docks, and the Lagoon docks since October 15, 2015 when the first payments were due for the 2016 boating season.
Debbie also mentioned that we have at least 24 open docks in the Lagoon for boats 20 feet long or less that have not been rented out. There are also 5 Transient and 4 Jet Ski docks open at the present time.
Debbie thanked Red Drew, one of the CPA dock attendants, for painting the front door of the office located at 929 Broad Street.
Debbie announced that she would be accepting donations for the “Way Finding Sign” Committee.
Joe Raisian announced that a meeting was going to be held here on Friday, 3-18th at 8:30 a.m. with members of the Conneaut Port Authority, Scudder Mackey from the Ohio Division of Natural Resources Coastal Management, and the Pennsylvania Department of Environmental Protection Agency to discuss sand disposal relating to dredging issues.
Joe Raisian also discussed the Dredging Project and the money portion to be generated by the CPA.
Bill Cooper made a motion to appropriate an additional $7,500 from the Cash Reserves Line and increase the Grant Match Line to accommodate up to $10,000 for the Army Corps of Engineers for the purpose of the CPA’s portion of the dredging project, seconded by Bruce Fleischmann, motion carried.

GRANTS: Wally Dunne
Wally discussed that Tiger Grants are available for infrastructure purposes that could be used to expand water and sewer lines.
Bill Cooper mentioned the BIG (Boating Infrastructure Grant) Grant with a due date of July 1, 2016 for the purpose of Safe Harbor for the large boats to dock. Everyone agreed that we want to pursue this grant and a meeting needs to be scheduled to do so.

ECONOMIC DEVELOPMENT:
Jim Hockaday reported on several parcels in the city that need to be evaluated in regards to the Memorandum of Understanding (M.O.U.’s). He highlighted on a final survey of one half lot that was not of any value since it is not a buildable lot.

• C-DOCK
oAll components for this dock have arrived.
oAll of the finger docks have the wood decking installed now. We will wait to install decking on the main stringer until after the electric and water is installed.
oWe still plan to have these docks installed during the first part of April.
• WINTER DAMAGE
oWe have replaced at least a dozen of the concrete deck slabs on “F” dock with treated 2”x6” material because they were cracked. We will additional slabs to replace on “D” and “E” docks as well.
oOne dock broke loose on “F” dock. We rescued the dock, replaced the decking with wood and it has been reinstalled. Several of the other docks had loose bolts and they have been replaced and tightened.
oWe had to excavate behind the seawall on the north end of the lagoon because it was undermined and the road was washing out into the water. We hired Northcoast Construction do the excavation. We installed OSB boards behind the wall and then covered the pit with plastic to hold the cement we put in. We purchased three truck loads of cement from French’s Inc. for a cost of approximately $3,000.
oWe had several washouts around the PCM marina that we filled with cement while we had a truck here.
oMore shingles blew off the maintenance building roof during the last wind storm. So far we have no known leaks.
• UPPER OFFICE (929)
oWe have purchased new phones for this office.
• PROPERTY TAXES
oCT Consultants had a surveyor in the harbor this week. Not sure if they are done or not.
• DREDGING
oWe have a meeting with ODNR and PDEP tomorrow to discuss the sand disposal issues. This meeting is at 8:30 a.m. here is our office if you wish to attend.

• MAINTENANCE CREW
oWe hired Charles Lloyd for the crew. We now have a crew of four for most jobs plus one man for mowing and raking who can be used elsewhere for some jobs.
oWe have two former crew members who are willing to volunteer some of their time if we need them. We need to finalize our waiver form for volunteers.
• NEW MAINTENANCE BUILDING
oWe have met with one contractor and will be meeting with at least two more to get costs on a 60’x100’ building.
• SECURITY CAMERAS
oWe are meeting with a contractor today to discuss this issue.

Denver mentioned that the Backflow Preventer Inspection was performed by Burdick Plumbing.
He also reported that there was a leak on the heat pumps in the Breakwall Restaurant and gaskets had to be replaced for the repair.
Denver thanked Patrick Arcaro for donating several pieces of furniture and equipment to the CPA on behalf of the Ashtabula County Department of Job & Family Services.

OLD BUSINESS:
Joe Raisian discussed the security camera situation and that we are in the process of obtaining another quote to update our equipment.
Joe mentioned that Foth Engineering will be performing core sampling as soon as possible.
Joe reported that Shawn Aiken from CT Consultants has been behind on providing the drawings to the CPA for the purpose of renovations we want to pursue on the maintenance building.
Jim Hockaday mentioned several other design/structural engineering firms that we could notify.
Wally Dunne announced that he has the agenda for the Cleveland Urban Design Collaborative meeting to be held here on April 19, 2016 at 9:00 a.m. for development of the fishery building.
Wally also asked that we pursue getting the “policy folder” completed as soon as possible.However, we must locate all the documents that are filed in the archives from previous years.
Patrick Arcaro brought up the need for a sign to be made for the front of our 929 Broad Street office since customers are having a hard time finding this location.
Patrick volunteered to obtain bids for a new sign.
Wally Dunne asked as to whether or not anyone had tried to participate in the grant fund raising program which is located at the Conneaut Public Library.
Joe Raisian asked Jim Hockaday if his office has specific individuals that do research on grants or what avenue they take to pursue grant availability.
Jim Hockaday suggested that the CPA could use engineering firms to help with grant research.

NEW BUSINESS:
Bruce Fleischmann generated a round table discussion on the Ashtabula County Growth
Partnership Organization. He asked for Jim Hockaday’s opinion on the goals of this group and what he foresees happening in the future for this organization.

Wally Dunne made a motion to appropriate $1,000 for a one-year membership to the Ashtabula County Growth Partnership Organization to be taken from the Legal and Professional Line of the budget, seconded by Bill Cooper, motion approved. All in favor.
Joe Raisian mentioned that he had been contacted by a woman who wants to sell ice from a self-contained unit in our Marina this year. She was asking permission from our board.
